外国の方が日本へ入国する際の流れは以下のとおりです。
１，在外公館でビザの発給を受ける
↓
２，日本で入国審査を受ける
↓
３，上陸が許可される
↓
日本に入国できるようになる
流れは上記のようになります。かなり大まかに書いていますが、各段階で色々と細かい規定があります。
先ずはこの流れを把握し、その上で各項目を確認していただくとより理解していただけると思います。
それでは順を追って各段階をご説明いたします。
１，在外公館でビザの発給を受ける
(1)（VISA）ビザとは
在外公館というのは、外国にある日本の大使館や領事館のことをいいます。そしてビザというのは、
その公館の長が発行する推薦状のことです。すなわち、これから日本へ入国しようとしている外国人
が持っているパスポートが偽造されたものではなく有効なものであること、 その者が日本へ入国し、
滞在することが適当ですよ、と紹介する証書のようなものです。
ビザが発給されると、パスポートのVISAのページに日本国査証シールが添付されます。
(2)ビザは上陸許可ではない
ビザが発給されてもそれだけでは日本へ上陸できません。ビザはあくまでも外務省という役所から
の推薦で、日本への上陸許可は法務省という別の役所が行うからです。ビザの発給は日本における入
国審査の要件の一つに過ぎないと思っておきましょう。
(3)ビザには種類がある
ビザは日本への入国の要件ですが、入国する目的などによっていくつも種類があります。それについ
ては別のページで解説していますので、詳しくはそちらをご参照ください。
２，日本で入国審査を受ける
入国審査とは、日本に入国できるかどうかを確認する手続きです。
審査は入国審査官によって行われます。
パスポートが有効なものであるか、本人であるかどうか、日本で行おうとする活動が虚偽のもので
な いかかつ、在留資格に該当しているかなどが審査されます。審査の流れは以下のようになります。
出入国港で上陸申請をする→パスポート、ビザ（査証）を審査官に提示
→上陸の条件に適合すると認められる場合、上陸許可
→上陸条件不適合の場合、特別審査官の口頭審理などが行われ、判断される
３，日本へ入国（上陸）
上陸が許可されるとパスポートに「証印シール」が貼付されます。
上陸許可年月日、在留資格、在留期間、
、上陸空港名が記載されています。右の図はその見本です。

より日本らしく、また、外国人の方への訴求力を強くするため平成30年2月に見直されました。
以上の手続きを経て日本へ入国（上陸）が許可されるのですが入国後、注意しなければならないことが
あります。以下は出入国管理庁がお知らせしている内容になります。
①在留期限に注意
日本に滞在できる期間には制限があります。パスポートの証印シールや
在留カードから在留期限を確認できますので必ず確認しておきましょう。在留期限が切れているのに
手続をせず引き続き滞在した場合は「不法滞在」となりますので気をつけてください。
② 就労条件を確認
観光ビザで入国した方は日本では働けません。また、就労許可がある場合でも就労できる職業や時間
など条件が付されることがありますので、よく確認しましょう。
③ 各種届出を忘れずに
入国後、住所を決めたり、引っ越しをした場合は住居地の届出が必要です。また、在留資格に
よって、会社を変えたときや留学の学校が変わったとき、配偶者と別れたり死別したときなどにも
届出がです。
④ 日本の法律を守る
日本で犯罪を行った場合は退去強制（強制送還）になる場合があります。日本の法律は守るように
しましょう。
以上のほか、外国人の方は様々な制限が付される場合があります。わからないことがある場合は、
近くの出入国在留管理局か、インフォメーションセンターに相談しましょう。
